California: ITIN Driver's License Guide

Requirements

  • Valid ITIN (Individual Taxpayer Identification Number)
  • Proof of California residency
  • Proof of identity (foreign passport accepted)

Required Documents

  • ITIN letter (CP565 or CP567)
  • Foreign passport (valid or expired less than 10 years)
  • Two proofs of residency (utility bill, bank statement)

Steps

  1. 1 Gather all required documents
  2. 2 Visit your local DMV office (appointment recommended)
  3. 3 Complete application form DL 44
  4. 4 Pass the written knowledge test (36 questions, need 30 correct)
  5. 5 Pass the vision test
  6. 6 Pay the $41 application fee
  7. 7 Schedule and pass the driving test

Important Notes

  • California issues AB 60 licenses for undocumented residents with ITIN
  • AB 60 licenses cannot be used for federal purposes (e.g., boarding flights)
