Colorado: ITIN Driver's License Guide

Requirements

  • Valid ITIN (SSN not required for SB 251 license)
  • Proof of Colorado residency for at least 12 consecutive months
  • Proof of identity and date of birth
  • Colorado income tax return or ITIN filing as proof of tax compliance

Required Documents

  • ITIN letter (CP565 or CP567) or ITIN tax return
  • Foreign passport (valid or recently expired)
  • Colorado income tax return from the previous year
  • Two proofs of Colorado residency showing 12+ months (utility bills, bank statements)
  • Foreign birth certificate with certified translation (if needed)

Steps

  1. 1 Gather all required documents including proof of 12 months residency
  2. 2 File Colorado state taxes using your ITIN (required before applying)
  3. 3 Schedule an appointment at a Colorado DMV office
  4. 4 Complete the DR 2337 application form
  5. 5 Pass the written knowledge test (25 questions, need 20 correct)
  6. 6 Pass the vision test
  7. 7 Pay the $30.87 application fee
  8. 8 Schedule and pass the driving skills test

Important Notes

  • Colorado SB 13-251 allows residents without lawful presence to obtain a license with ITIN and proof of tax filing
  • The SB 251 license is marked "Not valid for federal identification" and cannot be used for REAL ID purposes
  • You must have filed Colorado state income taxes for the prior year to qualify
