Kentucky: ITIN Driver's License Guide

Requirements

  • Social Security Number required (ITIN not accepted as substitute)
  • Proof of lawful presence in the United States
  • Proof of Kentucky residency
  • Proof of identity and date of birth

Required Documents

  • SSN card (ITIN letter is not accepted)
  • Valid passport with US visa, I-94, or EAD card
  • Proof of Kentucky address (utility bill, bank statement)
  • Birth certificate or valid foreign passport

Steps

  1. 1 Obtain an SSN — ITIN holders must first apply for an SSN through an employer or immigration status change
  2. 2 Gather all required documents proving lawful presence
  3. 3 Visit a Kentucky Circuit Court Clerk office
  4. 4 Complete the application form TC 95-1
  5. 5 Pass the written knowledge test (40 questions, need 32 correct)
  6. 6 Pass the vision screening
  7. 7 Pay the $12 permit fee
  8. 8 Practice with permit, then pass the road skills test ($12 fee)

Important Notes

  • Kentucky requires proof of lawful presence — an ITIN alone is NOT sufficient to obtain a license
  • DACA recipients with a valid EAD card may qualify for a limited-term license
  • Licenses are issued by Circuit Court Clerks, not a centralized DMV
