Maryland: ITIN Driver's License Guide
Requirements
- • Valid ITIN (SSN not required for non-REAL ID license)
- • Proof of Maryland residency
- • Proof of age and identity
Required Documents
- ITIN letter (CP565 or CP567) or tax return showing ITIN
- Foreign passport (valid or expired less than 3 years)
- Foreign birth certificate with certified English translation
- Two proofs of Maryland residency (utility bill, bank statement, lease)
Steps
- 1 Gather all required documents
- 2 Visit an MVA (Motor Vehicle Administration) office
- 3 Complete MVA application form DL-002
- 4 Pass the written knowledge test (25 questions, need 22 correct)
- 5 Pass the vision test
- 6 Pay the $48 license fee (4-year license)
- 7 Hold learner permit for 45 days minimum
- 8 Complete 60 hours of practice driving and pass the road test
Important Notes
- Maryland allows ITIN holders to obtain a non-REAL ID license regardless of immigration status
- The non-REAL ID license is marked "Not for Federal Identification" and cannot be used to board flights
- Written test available in Spanish and other languages
