Minnesota: ITIN Driver's License Guide

Requirements

  • Valid ITIN (SSN not required for standard driver's license)
  • Proof of Minnesota residency
  • Proof of identity and date of birth

Required Documents

  • ITIN letter (CP565 or CP567)
  • Valid foreign passport
  • Foreign birth certificate with certified English translation
  • Proof of Minnesota residency (utility bill, bank statement, lease)

Steps

  1. 1 Gather all required documents
  2. 2 Visit a DVS (Driver and Vehicle Services) exam station
  3. 3 Complete the application form PS2001-DL
  4. 4 Pass the written knowledge test (40 questions, need 32 correct)
  5. 5 Pass the vision test
  6. 6 Pay the $32.25 license fee
  7. 7 Pass the road test ($20 fee)

Important Notes

  • Minnesota Driver's License for All law allows residents to apply regardless of immigration status
  • Standard license issued — same as any other Minnesota license
  • Written test available in multiple languages including Spanish and Somali
