New Jersey: ITIN Driver's License Guide

Requirements

  • Valid ITIN (SSN not required for standard license)
  • Proof of New Jersey residency
  • Proof of identity (6-point ID verification system)

Required Documents

  • ITIN letter (CP565 or CP567) — counts as 1 point in the 6-point system
  • Valid foreign passport (4 points)
  • Foreign birth certificate with certified translation
  • Two proofs of NJ address (utility bill, bank statement) — 1 point each

Steps

  1. 1 Gather documents totaling at least 6 points (primary ID, secondary ID, address)
  2. 2 Visit an MVC (Motor Vehicle Commission) agency
  3. 3 Complete the application form BA-208
  4. 4 Pass the written knowledge test (50 questions, need 40 correct)
  5. 5 Pass the vision test
  6. 6 Pay the $10 permit fee
  7. 7 Complete supervised driving practice with permit
  8. 8 Pass the road test and pay the $24 license fee

Important Notes

  • New Jersey allows ITIN holders to obtain a standard driver's license under the "Drive Licenses for All" law (effective 2021)
  • NJ uses a 6-point ID verification system — ensure your documents add up to at least 6 points before visiting
  • Written test available in Spanish, Portuguese, and other languages
