New Mexico: ITIN Driver's License Guide

Requirements

  • Valid ITIN (SSN not required)
  • Proof of New Mexico residency
  • Proof of identity and date of birth

Required Documents

  • ITIN letter (CP565 or CP567) or tax return with ITIN
  • Valid foreign passport or consular ID (matricula consular)
  • Foreign birth certificate (with translation if not in English or Spanish)
  • Two proofs of New Mexico residency (utility bill, bank statement, lease)

Steps

  1. 1 Gather all required documents
  2. 2 Visit an MVD (Motor Vehicle Division) field office
  3. 3 Complete the application form MVD-10009
  4. 4 Pass the written knowledge test (25 questions, need 18 correct)
  5. 5 Pass the vision test
  6. 6 Pay the $18 license fee (4-year license) or $34 (8-year license)
  7. 7 Pass the road skills test

Important Notes

  • New Mexico has allowed ITIN holders to obtain licenses since 2003 — one of the first states to do so
  • New Mexico accepts consular ID (matricula consular) as valid identification
  • Written test available in Spanish
