North Dakota: ITIN Driver's License Guide

Requirements

  • Proof of lawful presence in the United States
  • Valid SSN (ITIN alone is not accepted)
  • Proof of North Dakota residency
  • Proof of identity and date of birth

Required Documents

  • US visa with valid I-94, EAD card, or other USCIS document
  • Social Security card (SSN required)
  • Valid foreign passport
  • Two proofs of ND residency (utility bill, bank statement, lease)

Steps

  1. 1 Obtain a valid SSN through authorized employment or immigration status
  2. 2 Gather all required identity and residency documents
  3. 3 Visit a ND DOT Driver's License office
  4. 4 Complete the driver's license application
  5. 5 Pass the written knowledge test (25 questions, need 20 correct)
  6. 6 Pass the vision screening
  7. 7 Pay the $15 application fee
  8. 8 Schedule and pass the road skills test

Important Notes

  • North Dakota requires proof of lawful presence — an ITIN alone is NOT sufficient to obtain a driver's license
  • License duration is limited to the length of authorized stay
  • You must have a valid SSN; the ITIN cannot substitute for SSN at the DOT
