Ohio: ITIN Driver's License Guide

Requirements

  • Proof of lawful presence in the United States
  • Valid SSN (ITIN alone is not accepted)
  • Proof of Ohio residency
  • Proof of full legal name and date of birth

Required Documents

  • Valid passport with US visa and I-94, EAD, or approved I-797
  • Social Security card
  • Two documents proving Ohio residency (bank statement, utility bill)
  • Certified birth certificate or valid foreign passport

Steps

  1. 1 Obtain an SSN through authorized employment status
  2. 2 Gather all required documents (identity, SSN, residency, lawful presence)
  3. 3 Visit an Ohio BMV office (no appointment needed)
  4. 4 Complete application form BMV 5789
  5. 5 Pass the written knowledge test (40 questions, need 30 correct)
  6. 6 Pass the vision screening
  7. 7 Pay the $25.75 temporary permit fee
  8. 8 Complete required practice driving and pass the maneuverability/road test

Important Notes

  • Ohio requires proof of lawful presence — an ITIN alone is NOT sufficient to get a driver's license
  • Non-citizens receive a license valid only through their authorized stay period
