Oregon: ITIN Driver's License Guide

Requirements

  • Valid ITIN (SSN not required for standard license)
  • Proof of Oregon residency
  • Proof of identity and date of birth

Required Documents

  • ITIN letter (CP565 or CP567) or tax return showing ITIN
  • Valid or expired foreign passport
  • Foreign birth certificate (with certified English translation if not in English)
  • Two proofs of Oregon residency (utility bill, bank statement, rental agreement)

Steps

  1. 1 Gather all required documents including ITIN letter
  2. 2 Visit an Oregon DMV office (appointment recommended)
  3. 3 Complete the application form
  4. 4 Pass the written knowledge test (35 questions, need 28 correct)
  5. 5 Pass the vision screening
  6. 6 Pay the $54 Class C license fee
  7. 7 Practice driving with an instruction permit for at least 6 months
  8. 8 Schedule and pass the driving skills test ($9 fee)

Important Notes

  • Oregon allows all residents to obtain a standard license regardless of immigration status (SB 833)
  • The standard license is not REAL ID compliant and cannot be used for federal identification
  • Written test is available in Spanish and other languages
