Pennsylvania: ITIN Driver's License Guide

Requirements

  • Proof of lawful presence in the United States
  • Valid SSN (ITIN alone is not accepted)
  • Proof of Pennsylvania residency
  • Proof of identity and date of birth

Required Documents

  • Valid foreign passport with US visa, I-94, EAD card, or I-551 stamp
  • Social Security card (SSN required)
  • Two proofs of PA residency (utility bill, tax record, bank statement)
  • Form DL-180 (Non-US Citizen/Temporary Visitor identification)

Steps

  1. 1 Obtain an SSN through authorized employment or immigration status
  2. 2 Gather all required identity, residency, and lawful presence documents
  3. 3 Visit a PennDOT Driver License Center
  4. 4 Complete form DL-180 (non-citizen application)
  5. 5 Pass the written knowledge test (18 questions, need 15 correct)
  6. 6 Pass the vision screening
  7. 7 Pay the $35.50 learner's permit fee
  8. 8 Complete required supervised driving and pass the road test

Important Notes

  • Pennsylvania requires proof of lawful presence — an ITIN alone is NOT sufficient for a driver's license
  • Non-citizens must use the DL-180 form and provide additional immigration documents
  • License validity matches the duration of your authorized stay
