South Carolina: ITIN Driver's License Guide

Requirements

  • Proof of lawful presence in the United States
  • Valid SSN (ITIN alone is not accepted)
  • Proof of South Carolina residency
  • Proof of identity and date of birth

Required Documents

  • Valid foreign passport with US visa, I-94, EAD, or other USCIS documentation
  • Social Security card (SSN required)
  • Two proofs of SC residency (utility bill, bank statement, pay stub with address)
  • Proof of date of birth (birth certificate or passport)

Steps

  1. 1 Obtain an SSN through authorized employment or immigration status
  2. 2 Gather all required identity, residency, and immigration documents
  3. 3 Visit an SC DMV branch office
  4. 4 Complete the driver's license application
  5. 5 Pass the written knowledge test (30 questions, need 24 correct)
  6. 6 Pass the vision test
  7. 7 Pay the $12.50 beginner's permit fee
  8. 8 Schedule and pass the driving skills test ($2 road test fee)

Important Notes

  • South Carolina requires proof of lawful presence — an ITIN alone is NOT sufficient for a driver's license
  • Non-citizens receive a limited-term license that matches the authorized stay period
