Tennessee: ITIN Driver's License Guide

Requirements

  • Proof of lawful presence in the United States
  • Valid SSN (ITIN alone is not accepted)
  • Proof of Tennessee residency
  • Proof of identity (primary and secondary documents)

Required Documents

  • Valid passport with US visa, I-94, EAD card, or I-551 permanent resident card
  • Social Security card (SSN required)
  • Two proofs of TN residency (utility bill, bank statement, mortgage/lease)
  • Proof of full legal name (marriage certificate if name changed)

Steps

  1. 1 Obtain an SSN through authorized employment or immigration status
  2. 2 Gather all required documents (identity, SSN, residency, lawful presence)
  3. 3 Visit a Tennessee DDS Driver Services Center
  4. 4 Complete the driver's license application
  5. 5 Pass the written knowledge test (30 questions, need 24 correct)
  6. 6 Pass the vision test
  7. 7 Pay the $19.50 fee for learner permit
  8. 8 Schedule and pass the skills/road test

Important Notes

  • Tennessee requires proof of lawful presence — an ITIN alone is NOT sufficient for a driver's license
  • Tennessee previously offered "Certificates for Driving" to non-citizens but discontinued this program in 2015
  • DACA recipients with valid EAD may obtain a temporary license
