Virginia: ITIN Driver's License Guide

Requirements

  • Valid ITIN (SSN not required for standard driver's privilege card)
  • Proof of Virginia residency
  • Proof of identity and legal presence in Virginia

Required Documents

  • ITIN letter (CP565 or CP567) or IRS tax return with ITIN
  • Valid foreign passport or consular ID
  • Two proofs of Virginia residency (utility bill, bank statement, lease)
  • Proof of Virginia tax filing or Virginia-issued ITIN letter

Steps

  1. 1 Gather all required documents including ITIN documentation
  2. 2 Visit a Virginia DMV office (appointment highly recommended)
  3. 3 Complete application for driver's privilege card
  4. 4 Pass the written knowledge test (35 questions, need 30 correct)
  5. 5 Pass the vision test
  6. 6 Pay the $20 learner permit fee
  7. 7 Hold learner permit for at least 60 days and complete 45 hours of practice driving
  8. 8 Schedule and pass the road skills test ($20 license fee)

Important Notes

  • Virginia issues a "Driver's Privilege Card" for residents without proof of legal presence — ITIN is accepted (HB 2163)
  • The driver's privilege card is valid for driving but cannot be used as federal identification
  • Written test is available in Spanish and other languages
