Washington: ITIN Driver's License Guide

Requirements

  • Valid ITIN (SSN not required for standard license)
  • Proof of Washington state residency
  • Proof of identity and date of birth

Required Documents

  • ITIN letter (CP565 or CP567) or tax return with ITIN
  • Valid or expired foreign passport
  • Two proofs of WA residency (utility bill, bank statement, rental agreement)
  • Foreign birth certificate with certified English translation

Steps

  1. 1 Gather all required documents including ITIN letter
  2. 2 Visit a Washington DOL (Department of Licensing) office
  3. 3 Complete the driver's license application
  4. 4 Pass the written knowledge test (25 questions, need 20 correct)
  5. 5 Pass the vision test
  6. 6 Pay the $35 instruction permit fee
  7. 7 Hold instruction permit and practice driving (50 hours required for under 18)
  8. 8 Schedule and pass the driving skills test ($35 license fee)

Important Notes

  • Washington allows all residents to obtain a standard license regardless of immigration status (HB 1444)
  • The standard license is not REAL ID compliant and cannot be used for federal identification
  • Written test is available in Spanish and other languages at no extra cost
